No, you can't "buy" the shares before they are offered. I get the shares at their offering price which was $24. It was originally scheduled for $10 - $12, but was raised to $18 - $20 earlier this week due to strong demand. That demand was so great that the major underwriter of Morgan Stanley - Dean Witter finally priced the stock at $24.
