here is a message from Charger which may give us a clue where Meyer get the money from to fund this project.

"Don Logan, when I questioned him on the ability of the Meyer Group to perform on their contract, told me the contract was heavily financially backed by a major financing institution (which company he did tell me the name of and requested that it not be plastered all over the internet, and it was a company name of which I am familiar).
He also said that the contract was bonded (see the specifics in my post #87)." in another message, Charger also mention that the funding has nothing to do with ICSV, because the merge between ICSV and Meyer will only be concluded in MAY.

Based on this, the question i was referring to is how Meyer stroke its deal with this financing institution? How does the deal between Meyer and this institution influence the excecution of $60 mil contract?

As far as your concerns about the role of Meyer in this deal, your point is valid. and well thought out.
