I don't think so. I had a chance to talk to the chief statistician from the college boards at length
about this once when we were laid over for 12 hours at the Tokyo airport. People just can't do
the same level of difficulty anymore, on average.


Your assertion is not inconsistent with mine. I believe that both are true: The SAT is more widely taken and education has been dumbed down. Thus, while it is true that we are not as competitive as we once were, comparing current SATs with scores from decades ago overstates the case.
