Gary, many times you will get a fill in your scenario.

If I try to get into a stock that is starting to move or about to move I'll buy at ask to make sure I get in, and sell at bid to make sure I get out -- sometimes if you haggle too much over price you won't get an execution when you want or need it. If a stock is moving up, it is possible to sell at the ask as it peaks if there is a little bit of momentum left but it is risky. If you wait till the monmentum dies you won't get a fill because there won't be any buyers and the stock is headed back down

When you buy at bid and sell at ask you in effect become a market maker in that stock and that isn't always to your advantage -- you have to decide in each situation how to play it
