I believe using INDEX FUNDS as the investment vehicles, together with opening IRA type accounts for each taxpayer would get around your concerns (which I share). This would take politics out of the investment choice. A provision could be that all shares will be voted on proxy votes in the same proportion as all non-SSA account shares for each company within an index fund if the government chooses to do their own index fund (instead of use existing funds such as Vanguard).

The big question is, will the polititicians be smart enough to see this ?
