You are getting outside of my "envelope" of expertise here, but I think the answer to your question is an unequivocal "no". There are many dialects of a certain "base" language, such as German. For example there is the Swiss variety, Austrian, etc. I think most of the dialects developed because of the geographic distances and insurmountable obstacles (mountains) between various speakers of the same base tongue.

This is different from a contrived "dialect" designed to obfuscate.
