There are two interpretations: (1) He's BSing to try to snow the press, and (2) he's not very articulate with economic jargon and the unedited interview transcript from which I drew the quote conveyed that in a way that a polished, edited Q & A interview would not.

These two options are not mutually exclusive.

I think he's trying to say that Microsoft sets the price of Windows lower than a true monopolist would because he wants to keep potential competitors out of the market.

But then that's so simple, why didn't he just say it?
