Well after reading the release it appears that QWST is adding a parallel ATM/FR network with OC-48 pipes using ASND switches. It looks like Cisco continues to "own" the IP VPN backbone. So, to answer your question it appears that the ATM/FR network is new and ASND has won that business. No doubt that CSCO, NT, and LU were bidding on that business as well. HOwever, CSCO continues to retain the IP backbone and associated componenets including the RAS portion. This is great news for both compaines...IMO
