WASHINGTON, March 20 -- The Justice Department announced today after the markets had closed that Mr. Starr's inquiry had been widened again. The new allegations relate to a little known Federal agency, the FTA (Federal Thread Administration). At issue is the recent tentative approval by the FTA Commissioner of the so-called VD's Model Portfolio Thread, even though the Commissioner himself had previously posted on the thread and also held a personal portfolio with substantial overlap with that espoused by the thread. Additional allegations concerning lucrative consulting offers to FTA personnel have also been made.

Attention had been drawn to the issue lately by accusations from the League of Concerned Biotechnologists, as well as pending class action lawsuits.

Asked for a comment, Judge Starr said that he had in fact already been investigating the thread. "We've had Ms. Tripp posting on the thread for a while now, under an alias," he said. "She has reported back on what she termed 'unusual activities' relating to goats," Mr. Starr added.

The FTA Commissioner himself refused comment on the investigation. "All I'm prepared to say is buy SEPR, PCYC and MOGN," he said.
