Stephan and Michael, the first inkling of the drop in serious crime was linked to a change in the culture of the law enforcement system some years ago. Instead of maintaining an attitude that petty crimes and irritations were below the threshold for the system to bother with because it was swamped with violence, it was decided to make a complete about face and enforce all laws, no matter how petty, in a fair manner. Aggressive panhandling and vagrancy were dealt with, much to the screams of anguish from the bleeding hearts. "Community based policing" became the trendy method as opposed to all cops riding around in cars, responding only to actual emergencies.

Low and behold, the serious crime rate started plunging. This wasn't caused by changing demographics such as the sudden aging of the population, this was a triumph for the more conservative approach of maintaining a decent place to live for decent people. For those who couldn't cope and for whom welfare was fading away, they had the choice of getting a job in an improving economy or moving on.

It is interesting that there aren't enough people getting shot and stabbed to keep the patching personnel busy. On the other hand, who was paying for the costs of doing that work over the years?
