Local interconnect (LI) is patented by IBM. Intel opted not to use it in their 0.25um process Deschutes. Intel has never used LI. They have had excellent yield with their process without LI. For them to use it they will have to do alot of experimenting before perfecting it. It is not a trivial process. I am sure they are experimenting with it but to implementing them in production will be a big political battle within Intel.
