I think it's a downgrade. If you assume ML have 5 "classes" (as most brokers) a "1" would have to be either "strong buy" or "strong sell" and since Oracle doesn't have any "strong sell" right now it'd have to be a "strong buy"... Just my 5c worth of logic ;-)

I think it is a downgrade. So far as I know, their rating system is
1 for strong buy, 3 for hold , 5 for strong sell. Since ORCL is on
its way down, they want to push it down faster.
