Not necessarily macro - but shortages can occur through lack of pipelines, and the lead time needed to construct them. In Canada there has been a chronic shortage of drilling rigs, but discoveries are being made - for example Ranger has a huge discovery well in Laird. I was in Trinidad in Feb and there was a large offshore (gas) discovery there last year. They are constructing a large LNG facility in Trinidad. I imagine the debate is about bottle necks in the distribution system?
