Yes, you have made that point before. Of course, putting my former securities lawyer hat on, my initial reaction could have been wrong, since there is an argument that if a tentative licensing agreement has been reached without a final percentage and is dependent on negotiating the scope of the relationship beyond just licensing, it might be such material information that the fact they are talking should be announced in order to comply with Rule 10b-5.
