You are correct that there appear to be arbitrage opportunities here specifically pursuant to exchange rates/clsoing prices on the TSE and NASDAQ...it could work assuming you were with an internet(online) firm re:instantaneous/simultaneous trading with $<10? fixed trading commissions on any amount and buying NASDAQ and selling TSE, in this case...or wherever the arbitrage is...the internet trading firm would have to have both a NASDAQ and TSE trading desk?...

In addition to esecurities' comments, I would add that you probably would have a really tough time making money this way with SKI/SWEBF: check the bid/ask sizes... you would quickly drive one side to equilibrium if you attempted to execute any meaningfully sized trade, IMO.
