Netscape did innovate the browser. While they may not have created the first one, they are responsible for most of the features we take for granted (like frames).

I will actually bend and say Netscape did innovate the browser. I still don't think that MS has hindered that innovation in any way. In fact, isn't the DOJ trying to stop MS from innovating (browser/OS integration)?
