Voting rights , I don't know about you all, but my account has two sections, MARGIN, and CASH ..
I can hold anything I want in cash section
or if I don't need the margin move move it to the cash section
what is in my cash section can not legally be loaned out.

If I have loaned out stock, I have the right to recall it at
any time, ( providing I don't need it in the margin account ),
so voting rights are no problem, unless your running things
kind of close, just move stock from margin to cash account.
