Great question, SE... always glad to see paranoia working full time, and questions with a lot of imagination behind them.

>>Why couldn't someone set up an auto-redial system that calls the 800 # 24-hours a day, rack up the free time and then turn around and sell it to other people who don't want to use a pin # for pennies on the dollar?<<

This is somewhat akin to a denial of access (DOA) attack on the Internet, with a different twist. Such a scheme could be attempted, but there is a sure-fire way to avert it, since they are using the PSTN for "accessing the service," using an 800 number, and as such, SS7/AIN will allow them to make use of Calling Line ID and automatic number identification fields. They could then elect to identify and block unwanted calls from the outset... or, at least once they've determined that they had a problem. If they see these last two posts of this thread, I'm sure they will quickly write an algorithm or some form of macro that will do the surveillance they need, to allow them to do this proactively.

I think that I'll send them an email tipping them off. If they reward me with some free LD minutes... I'll be sure to send some your way.
