Dixie the wording is correct They have to demonstrate the cost savings to the people responsible . How else are those who are responsible going to make a decision as to what will benefit their people. JMHO MARK C.

its a direct quote, my take is that he means it will allow the phillipine gov't to provide quiality and cheap phone service to its people which = value. macker
