The only control I'm aware of is non citizens have to pay higher stock price. they have A and B shares.

Sandstuff, Philippines telco industry has been deregulated since Ramos assumed office.

Here are the other players:

As of end September, Globe Telecom have installed only 46.7% of its
committed lines; Smart Communications, 46.5%; Philippine Telegraph and
Telephone Co.(PT&T)/Capitol Wireless(Capwire), 43.5%; Pilipino Telephone
Corp. (Piltel), 30.9%; Isla Communications Co. (Islacom), 30.1%; and
Major Telecoms/Philippine Global Communications(Philcom) 16.4%.

Only Digital Telecommunications (Digitel) and International
Communications Corp., Bayan Telecommunication Holdings, Inc.
(ICC-Bayantel) manage to beat their schedules.

Eastern Telecommunications Philippines, Inc. (ETPI), which has until
1999 to meet its commitments, has a 5% compliance rate.
