Yes, we did discuss Com21 and the progress being made by other Cable Modem Cos associated with voice and data in the last mile last year. Some truly excellent points you bring up.

In all of the noise (no pun intended <g>), I have not focused on the extraordinary efficiencies which are achievable through the use of the VoIP protocol in the return path of HFC systems, in comparison to the standard DS-0 equivalence of 64 kbps, or even ADPCM's 32 k. This could be viewed as a voice-enabling attribute of the VoIP protocol in an otherwise congested or bandwidth-restricted system.

Let me digest these implications and see what I can add to it, if anything. Particularly the unwieldiness of administration when it comes to tracking between what could be considered LD and what is local (which is a recurring theme of mine, ad annoia, I'm afraid, on other threads here).

I see some missing bricks in the regulatory wall here that have fallen to the ground, as I do elsewhere. Another example of how regulations and the law do not track well, or even 'approach' synchronization, with advancing technologies.

In this context, how, indeed, can the FCC possibly track what is local and what is LD in a multiprotocol, heterogeneous network environment without a defined message accounting regimen for all VoIP providers to follow? And how long would this take to implement? That'll probably be suggested, tho, if only for superficial reasons by the Agency, until a more rational approach can be proposed, or, (and it seems more likely now than ever before, for different reasons than one would have concluded, heretofore), no approach at all for some adaptations.
