My sense is that individuals mean those " responsible " for the implementation of telephone service in the Phillipines ( sp. ). I suppose implementation could fall into a number of categories. The regulatory structure, the actual telcoms, to name 2. My guess is a telcom. Just a guess ( and a hope ). I really have to chuckle at the coincidence--my one and only nephew is moving there with his wife ( who is Filipino ) this summer--a large city south of Manilla. Lazarre
