Brad, fiber carries data as light waves. Therefore, if its not carrying data, it's not lit, therefore "dark fiber". Represents unused capacity. Wave Division Multiplexing breaks the light waves into different colors and each color carries maximum data, therefore a 16X improvement such as Ciena's WDM equipment = 16 colors. At least this is what my understanding is.

Notice Cisco's announcement with Ciena to develop standards for optical networking. This is very significant in my opinion for mega bandwidth in all sections of the network.
