Yes, it looks like merely a symbolic buyback program
CPQ - 100 mil of 1,560 mil shares= @ 6.6%
Dell had a buy back of 125 mil, of 360 mil shs, or @33%
( very rough figures)

Per Feb yr end report cpq has $6.4 bil cash, up from $3.0 bil in 1996 . Sounds like a lot, except for debt of $5.0 bil and a desire to buy DEC. Easy come, easy go.
