Perhaps not, if some of the restricted shares are used the outstanding stays the same only the public float will change! So by releasing some of the restricted say 3 million to be traded it won't affect the bottom line but, it will increase liquidity.

im not sure as i think its float is independent due to the currency exchange issue.
