He means, if the stock "appears" to obviously be trading below 24 on the close, officially the trade has been exited.

His posturing is that he recommends a stock at such and such a level. CYMI if you could have bought it below 20, for example.

If during the next day it was trading below 20 long enough then "officially" his service presumes you are long and he tracks it and suggests stops.

So, closing below 24 he presumes you are out of the trade. I only follow his analysis for general commentaries. I just happened to (burrito)(excuse me) notice he was long Cymer. I do not even know exactly where he got in, I think it was below 21.
