I saw that Lux connection too and kinda dismissed it. Here's why...

As of July 31, 1997, the CVIA had 17,677,112 shares of common stock issued and outstanding. That was the LAST official count. It then jumped to around 50MM by Dec. This was, what I believed, to be Jack's way of cleaning up old debts from old CVIA. IMO, the Lux guy was holding some note and got paid in stock which he then sold into the float.

The Form 3 was conveniently filed right after the 10Q featuring that share count.

The Luxemburg connection (UHF group) liquidated most of their holdings a long time ago according to Jack, but they didn't file the sale with the SEC.
I contacted the Lux. Chamber of Commerce regarding UHF, but they never got back to me.
