TrumpCards, Some people do not like to use debit cards because they are tied to their bank accounts. There can be more risk with debit cards, especially if you carry a line of credit on your checking account. I read an article about some of the risks you can run with debit cards. I will have to see if I can dig that article out.

Also I think a lot of people might put different charges on a cash card that they would not want to show up on their bank statement.

TrumpCards, Some merchants are already set up to take cash cards. Some of them are able to upgrade their current equipment on-line. And there may be some that would have to swap out their current equipment.

The merchants who would have to swap out their equipment, are the ones using older equipment. One example is the Zon-Jr. They will have to replace the older equipment by the year 2000 anyway, because it is not capable or even upgradeable to be able to handle the year 2000 conversion.
