When MSFT announced that they were going to have a better than expected quarter, they also said that they had done no stock purchases during the entire quarter.
When asked by CNBC why, the response was something like:We don't buy overpriced stock.

If you look at the chart for MSFT since 1/1/98 you can see what MSFT believes to be overpriced.

As for being able to pay their employees their options wellll...I suppose that they could just short the stock.
