No idea how Seuss came up with 23 Daves, but...

My theory is that Seuss (as a renown speech practitioner) was chiefly interested in teaching children the structure of language. Like a Zen master preoccupies the active mind with riddles, Seuss presented nonsensical situations to liberate the child from traditional comparison. In consequence, linguistics could be introduced more freely -- without the incessant (symbolic) reference to some past experience.
