It works by a very simple biological mechanism. There is an identified chemical that makes the blood vessels relax and open up. This chemical is produced when one becomes sexually excited. Then there is a an identified antagonistic chemical that shuts the first one off. Most biological actions have an action and an opposing action. Remember anabolism and catabolism, or simply the muscles in ones body? So this drug interferes with the chemical that makes the blood vessels contract and return to normal size. Thus, it doesn't do anything for people who are not sexually excited. But it blocks the chemical that automatically works to tighten and close up the blood vessels.

It was a serendipitous discovery made when the drug was being used to treat something else, and it produces noticeable effects in 60-70% of the men (and perhaps women too) who have tried it.

Being in the medical field you probably have access to some better information than I have.

Quantum physics does not measure anything, it is a theory describing physical processes at the atomic and subatomic scale level. All Quantum Theories have an underlying requirement that they converge with macroscopic theories (Newton in mechanics and gravity, Maxwell in electgromagnetism) once the dimensions of the systems observed are "macroscopic". I am surprised that Pinnacle's chairman did not invoke the general theory of relativity, or at least the "strong" and "weak" forces. Come to think of it, it probably works because the color or quarqs change when these are in oil or in gas, and convert to "strangeness" (VBG).
