no, it only happens to some bb's and not in all states. i believe the that the blue sky limitations on dgiv are still considerable enough to have an impact.

if there are any terms or phrases that are being thrown out here, it is good to ask for definitions. i have received numerous private message requests for definitions. an old statement i saw at a bank :
