Crammer coverd it fairly well in the last part, he didn't
mention the hole in the wall fly by night little brokers
who will short a stock for you even if they don't have
it to lend you ( yes it's done ) you can get the details right
here on SI if that's what you want to do.
I don't care to get into it.

Locally I'v done some computer end user service work for some brokers
at their homes ( cheap ) just to pick their brains..
and it would not do for me to say who.
Some of their war stories out of the war rooms ( in house
trading rooms ) are to wild to talk about.

See if you can find the KAUFX fund home page then read the
compleat latest financial report , pay attention to how
they lend out stocks to brokers.. ( and get paid interest on
the loan )..so If brokers are hunting stocks for you to
borrow be aware..they have an angle..and it's more than just
making the commission . If they have to go
outside to get them they have to pay interest..

If they have enough clients with enough the shares you want
in margin accounts they don't have to pay interest..but thoes
can be recalled at any time.
Does any one ever ask their broker ( hey how long can you keep
me short ...) where did you get the shares..heck no hardley
no one ask that..if they did they may not rush to short so
quick.
