is there somewhere that i could learn more about the START treaty and its relationship to the success of EPEA?

I want to say 1 more time also,that I am still very much optimistic on E'Primes future,once this Start problem is behind us we will start to see the stock price rise dramatically.My belief is that Columbia is ready to sign up with E'Prime as I stated in an earlier post. E'Prime will make it big time that is still my opinion.
