Eric: You ask, "How can Nations and Chase offer bill payment services for free and still pay CKFR?" Those banks are using free PC banking as a loss leader, to gain new customers and hang onto others who might jump for a better deal. The theory is that persons who use PC banking are high-end customers, likely to use a variety of banking services. In other words, they make it up elsewhere. Free PC banking may well go the way of free ATM machines, but for now there's incentive to shop around.
