I've gotten fills at the bid while there were other MMs bidding at the same price tens of times. It doesn't happen often but it is possible.

Yes, they can fill orders ahead of you, provided they move their bid up to meet yours. Thats exactly my point. When I have been absolutely certain my best was best bid, I've always been the next fill at that price.

No, they do not have to match your bid to be able to fill orders. I see that happening many times each day. That's just how NASDAQ works.
