Elk,

If I understand your post correctly, then

1) given the news release regarding Indonesia and DGIV not offering callback service, DGIV will need to either install leased lines or arrange to use bandwidth on someone else's lines prior to providing long distance service in Indonesia.

2) if the agreement with Russia does not specify callback as opposed to calls through the gateway, then they will also have the same leased line requirements before service can begin.

3) it is likely that calls will originate from the US if better profit margins are to be obtained, thereby providing the need for leased lines to the US.

It seems anyway you look at it, the leased lines will be required.
Please let me know if I have mis-interpreted what you wrote.
