Dear Harley:

ARTT has large spectrum holdings in Northern
Europe, whereas WCII was a US-only operation
until today. ARTT spectrum holdings in the US do
not add tremendously to WCII, but the key is to
lock the spectrum away from competitors. It will
be a while until the FCC puts more spectrum on the
market, given the relatively disappointing LMDS
auction. The longer WCII can delay competitors
from entering the broadband wireless market, the
firmer its grip on the market becomes.
