I'd suspect that the shorts are becoming nervous, especially if that nasty buy out rumor starts again:

FPA Medical Mgt Shrs Up 5% On Buyout Rumors
Dow Jones Newswires--March 13, 1998

Also, lets not forget recent upgrades and initiation of coverage that gives FPAM better visibility (along with the times we mention downgrades):

FPA Medical Mgmt upgraded by Spencer Clarke - Briefing.com - 4:41
pm
FPA Medical Mgmt coverage initiated by Schroder & Co - Briefing.com

FPA Mdcl Mgmt coverage initiated by Nesbitt Burns - Briefing.com -

Dow Jones Newswires -- April 3, 1998
CIBC Oppenheimer Analyst: U.S.Stocks 'In
Good Shape': Pizzo said his picks include Kennametal Inc. (KMT),
Finova Group Inc. (FNV) and FPA Medical Management
Inc. (FPAM).
Although FPA's cash flow numbers have disappointed
investors, Pizzo is upbeat on the company's new
management team and said he believes the company
could generate cash internally.

and other good news:

FPA Medical Management, Inc. Announces Record 1997 Fourth
Quarter and Year End Results; Earns 30 Cents Per Share for the
Quarter - PR Newswire - 9:35 am

FPA Medical Management, Inc. To Add 90,000 Members Assumes
operations of 23 Humana health centers - PR Newswire - 5:57 pm
(a relatively 'cheap' acquisition)
FPA To Assume Operations Of 23 Humana Health Centers - PR
Newswire - 4:44 pm

Admittedly, a couple of these headlines are from December, but they should not be forgotten when one makes an objective assessment of FPAM's potential as an investment.
