Carter, it's because there are only 32 frequencies available at each slot, and DISH does not own them all. Echo 3, as a 32 transponder satellite, can transmit on all 32 frequencies. But there are only 21 frequencies at the 119 slot. So Echo I and II (each 16-transponder birds) are underutilized.

That's why it would be a boon to DISH to obtain the 11 freqs that Tempo (TSAT) owns rather than let them pass to Primestar. One obvious solution to move forward the Primestar migration to high power would be for Primestar to sell these freqs to DISH. Of course, for competitive reasons, Primestar has been unwilling to do that. Until they do, it is unlikely they will be able to use the 32 News Corp/MCI owned freqs at 110.
