Yes, I understand the big big contract is to be awarded in 1999. But today there was supposed to be an announcement -

This April, the $40 million Assembled Chemical Weapons Assessment program is scheduled to identify at least two technologies that are to be funded for demonstration beginning in July.

This is the announcement that we have been waiting for today - the contract for today, funds into CXI now....IF they are one of two, or one of however many, chosen to receive this funding. "at least one of two" indicates that more than two could receive the funding, therefore diluting the funding, and hcm in post #602 seems to be inferring that we will be disappointed today.
