The more accurate interpretation is that the transaction represents a statement by WinStar that it believes WCII's stock is overvalued. Otherwise, WinStar would have purchased the stake in ARTT with cash.

Mr. Fink does not deserve a response from me. Do you know what the stock was going for when Fink joined the thread?

I was glad to see that someone informed Mr. Cogan that the real reason Fink was thrown off the thread was due to his extremely rascist remarks. The people on this thread have been committed to inform and seek information regarding Winstars strategy. They welcome all kinds of factual information.
