Since there was no buying power on friday it would not have been possible to sell short without selling something else first. I find it somewhat weird that a short sale ties up buying power because I think that a portfolio that is balanced with short and long positions should be less risky than one that is only long. A purely short portfolio is of course very risky so the current rules may make sense after all.
