EDDIE --- True CPQ can buy back stock anytime --- but the 100 million shares that were issued just recently have to have performance guidelines to be met by emplyoee's over the next year before they can be " earned " .
Just like EP really earned 70 million this past year while "stuffing the channel"(What an increase in performace ! ) and still is getting paid 4 million + bonus this year while the company is performing so poorly .
As stated earlier DEC will not solved CPQ problems ---only EP can if he is willing to make the tough decisions . So far I have only seen a hiring freeze at CPQ --- shutting down the main plant for one week in the first qtr and two weeks in the second qtr does not address the long term issue facing CPQ .

P.S. EDDIE I guess when CPQ announces layoff's , restuctureing to address problem's at CPQ WALL STREET will take notice ---by the way this does not have to wait until the DEC merger since DEC business model is more of add -on - their small PC business unit not withstanding
