I asked some time back and finally someone responded it is a technical indicator called the impossible line, created of Doug R of the 56ers fame. The exact formula is a guarded secret only known to Doug and those that pay for his TA course. IL might be $15.25 but P/E says that too so which is better? :-)

The IL was founded by Doug R of 56 point TA fame. It is not in any book or on anyones internet site. I cannot tell how it is calculated as that is part of the deal attendees to his seminars make. I can tell you it is a very lofty goal for a stock to reach its IL and most stocks will reach it and then retreat from it shortly after. In APCOs case the stock has a tendency in recent past of blowing right through the IL and using it as support. This is a sign of an extremely strong stock. So far it is one of only a few which I have seen with the strength to do it.
