If at IPO they meet the NASDAQ small or national market criteria they will be on the NASDAQ.

For Example, under certain conditions, a company need not have an operating history to be on the National listing.

$75MM net assets with a $20MM public float,$5 price, 400 shareholders and 4 market makers ===>National listing.

This would be an example of a successful private company going public or a new hyped company getting "formed"
Small companies could qualify under other qualifying criteria with pretax income/operating history of 2 years.

Once on the National listing(or small cap), a $1 share price keeps you on.
