Point & Figure RS signals last on average 2-2 1/2 years. The RS buy signal given in March indicated the stock had outperformed the Dow over a period of time and should continue to do so for quite a while to come. As to the time frame of mid-March to the present, I personally prefer to look at things over a bit longer than a 1 month period of time. Your chosen period of time is a snapshot of the stock's performance, but IMHO, taken out of context of the longer term picture.
As for the p&f sell that I noted, a "trader" would take that sell signal, but a long term investor looking at a p&f chart would take other things into account before pulling the trigger and selling the stock. BGEN's positive RS and the fact that it's trading above it's bullish support line make the stock a "good" stock in the p&f world and one worth holding and a possible buy candidate.
