Paul, I am guessing that Intel will change their minds when they find that Mendocino wafers would yield mostly 333Mhz+ parts. By year-end, the PII/400 will be the new high-end desktop sweetspot, the Celery/266 will have totally replaced the Pentium, and Mendocino/333 would fit nicely in between.

Intel could cut the total cache to save silicon, obtain about the same performance level, and reduce the power drain in portables. The ~Q4 delivery date gives Intel lots of time to rework the part.

It also fits the profile of announcing a part and then delivering something slightly better to shake up the competition. IMHO, it makes a ton of sense.
