Nope.. rudedog agreed with me later.. 95 allocates the resource heap out of the system heap.. of course you can run out, because apps are allocated out of the same heap as well.. not to mention you have the heap - about 12 megs (the average memeory footprint of 95 on a system with 64 megs).
