NASDAQ small order system. There are a few brokerage houses which handle SOES trading...i.e. an individual investor may trade up to 1000 shares in any security and his bid or ask price must appear next to all the market makers.

This isn't the forum to start a discussion, but your description of SOES is inaccurate. All SOES orders are executed "at the market".
